How to conduct a health and safety risk assessment for production

Protecting your workers and your business starts with identifying and managing the physical risks present in your manufacturing process.

To legally and safely operate a production line in the UK, you must carry out a "suitable and sufficient" risk assessment that identifies what could cause harm, decides how likely it is that someone could be harmed, and implements sensible measures to control those risks. Under the Management of Health and Safety at Work Regulations 1999, you are required to manage the health and safety of your business, and while you don't need to be an expert, you must be "competent" to identify where things could go wrong.

Understanding the Basics

A risk assessment is not about creating huge amounts of paperwork; it is about identifying sensible measures to control the risks in your workplace. In a production environment, these risks are often higher than in a standard office due to the use of machinery, tools, and raw materials. If you have five or more employees, you must record your significant findings in writing, but even if you work alone, documenting your assessment is a best practice for insurance and peace of mind.

The 5 Steps to Risk Assessment

The Health and Safety Executive (HSE) recommends a straightforward five-step process to ensure you cover all bases.

1. Identify the hazards

Walk around your production area and look at what could reasonably be expected to cause harm. In manufacturing, common hazards include:

  • Mechanical: Moving parts on machinery, sharp edges, or entrapment points.
  • Electrical: Faulty wiring, overloaded sockets, or high-voltage equipment.
  • Chemical: Fumes from soldering, dust from cutting, or contact with cleaning agents.

  • Ergonomic: Repetitive movements or heavy lifting (manual handling).

2. Decide who might be harmed and how

For each hazard, you need to be clear about who might be harmed; it helps you identify the best way of managing the risk. This includes not just your full-time staff, but also:

  • Maintenance contractors who may only visit occasionally.
  • Cleaners who work when the machines are off but may encounter chemicals.
  • Visitors or delivery drivers who may be unfamiliar with your layout.
  • Vulnerable groups, such as young workers or pregnant employees.

3. Evaluate the risks and decide on precautions

Once you have identified the hazards, you must decide how likely it is that harm will occur and how serious it could be. You are not expected to eliminate all risk, but you must do everything "reasonably practicable" to protect people. Use the Hierarchy of Controls to decide on your actions:

4. Record your significant findings

Your record should show that a proper check was made, you dealt with all the obvious significant hazards, and that the remaining risk is low. A simple table format is usually best. It should include the hazard, who is at risk, the current controls in place, and any further actions needed with a deadline and a named person responsible.

5. Review your assessment and update if necessary

A risk assessment is a "living document." You should review it at least once a year, but you must review it immediately if:

  • You bring in a new piece of machinery.
  • You change your production process or layout.
  • There has been an accident or a "near miss."
  • Staff report a health issue or a concern about a specific task.
Pro Tip: Involve your team in the process. The people actually operating the machinery often have the best insight into the "niggles" and small risks that could lead to a major accident if left unchecked.

Key Production Hazards to Watch For

In a manufacturing context, pay extra attention to Guarding and Emergency Stops. Every machine with moving parts must have appropriate physical guards to prevent hands or clothing from getting caught. Furthermore, every operator must have easy access to a clearly marked emergency stop button. If you are using substances (glues, resins, oils), check the Safety Data Sheets (SDS) provided by the supplier; these will tell you exactly what the risks are and what protective gear is required.
