How to develop a construction phase fire safety plan

Protect your workers and your business by creating a robust strategy to prevent, detect, and escape site fires.

Every construction site in the UK must have a written Fire Safety Plan in place before work begins to comply with the Regulatory Reform (Fire Safety) Order 2005 and the CDM Regulations 2015. This plan is your primary tool for preventing fire-related injuries, protecting your property, and ensuring that every person on-site knows exactly what to do if an emergency occurs.

Why You Need a Fire Safety Plan

Construction sites are high-risk environments for fires due to the presence of flammable materials (like timber and fuel) and ignition sources (such as welding, grinding, or faulty temporary electrics). A formal plan isn't just a "tick-box" exercise; it is a legal requirement that protects you from prosecution and, more importantly, protects the lives of your workers and the public.

Step 1: Identify Fire Hazards

The first step is to conduct a thorough risk assessment of the specific site. You need to identify the "Fire Triangle" components: Heat, Fuel, and Oxygen.

  • Sources of Ignition: Identify "hot work" such as welding, soldering, and grinding, as well as temporary heaters and smoking areas.
  • Sources of Fuel: Note where you store timber, flammable liquids, gases (like LPG), and even packaging waste.
  • Oxygen: Consider areas with high airflow or stored oxygen cylinders used for cutting.

Step 2: Establish Evacuation Routes and Assembly Points

If a fire starts, people need to get out fast. Your plan must map out clear, unobstructed paths to safety.

  • Keep it clear: Ensure exit routes are never blocked by materials or tools.
  • Signage: Use standard "Running Man" green-and-white signs to point the way.
  • Emergency Lighting: If the site is enclosed or work happens in winter, you may need temporary emergency lighting to illuminate exit routes during a power cut.
  • Assembly Points: Designate a safe area well away from the building and falling debris. Ensure this area is clearly marked.

Step 3: Provide Fire-Fighting Equipment

You must provide the right type of fire extinguishers based on the risks identified in Step 1. Using the wrong extinguisher can actually make a fire worse.

Step 4: Set Up a Warning System

Everyone on site needs to be alerted the moment a fire is detected. On small domestic sites, a manual "shout" might be enough, but for most projects, you will need a dedicated system.

  • Interconnected Alarms: Battery-operated wireless alarms are popular because they can be moved as the build progresses.
  • Air Horns: A simple, cost-effective backup for smaller sites.
  • Visual Alarms: Essential if site workers are using heavy machinery or wearing ear defenders.
Top Tip: Implement a "Hot Work Permit" system. This ensures that any work involving heat or sparks is strictly controlled, monitored for 30–60 minutes after the work finishes, and that a fire extinguisher is within arm's reach of the operator.

Review and Training

A plan is useless if it sits in a folder. You must include the fire plan in your site induction for every new worker. Regularly review the plan as the site changes—for example, as rooms are partitioned off or stairs are installed—to ensure evacuation routes are still valid.
