How to register as a food business and prepare for an inspection

Legally register your food-handling premises with your local council and get ready for your first food hygiene inspection to ensure you can operate safely and win customer trust.

To legally serve food to the public, including breakfast at a B&B, you must register your premises with your local council’s Environmental Health department at least 28 days before you open. This registration is free and is the first step towards getting your official food hygiene rating, which is crucial for building trust with your guests.

What is Food Business Registration?

Any business that prepares, stores, cooks, or sells food must be registered. This allows the local council to keep an up-to-date list of all food premises in the area and schedule them for inspection. It’s a legal requirement, and it applies whether you’re running a large hotel restaurant or a small B&B from your home.

How to Register

  1. Find your local council: Go to the GOV.UK website and use the ‘Find your local council’ tool.
  2. Locate the form: On your council’s website, search for ‘register a food business’. You can usually complete the process online.
  3. Submit your details: The form will ask for information about your business, the address of the premises, and the type of food you will be handling.
  4. Do it on time: Remember to submit the form at least 28 days before you plan to start serving food. You don’t need to wait for approval; you can start trading after the 28-day period has passed.

Preparing for Your Food Hygiene Inspection

After you register, an Environmental Health Officer (EHO) will visit your premises for an inspection. This visit might be unannounced. The EHO will assess your food safety practices and give you a rating from 0 (Urgent Improvement Necessary) to 5 (Very Good), which is then published online as part of the Food Hygiene Rating Scheme (often called ‘Scores on the Doors’). A high rating is a powerful marketing tool.

What the Inspector Looks For

The EHO bases your rating on three main areas. The best way to prepare is to have a food safety management system in place. The Food Standards Agency (FSA) provides a free, easy-to-use pack called ‘Safer food, better business’ which is designed specifically for small businesses. Downloading and completing this pack is the single most important step you can take to prepare.

The three key areas of focus are:

  • Hygienic food handling: This includes how food is prepared, cooked, re-heated, cooled, and stored. The EHO will check that you are preventing cross-contamination, for example by using separate chopping boards for raw and ready-to-eat foods, and that you store raw meat at the bottom of the fridge.
  • Cleanliness and condition of facilities: This covers the physical state of your premises. The inspector will look at your cleaning schedules, the condition of the kitchen structure (walls, floors, lighting, ventilation), and whether you have adequate handwashing facilities.
  • Management of food safety: This is about how you manage and document your food safety procedures. This is where the ‘Safer food, better business’ pack is vital. By filling it in, you create a record that shows the EHO you have thought about potential hazards and have systems in place to control them.
Top Tip: Don't just have the 'Safer food, better business' pack; use it! Fill in the diary pages daily. This provides the written evidence the inspector needs to have confidence in your management, which is essential for achieving a top rating of 5.

During the Inspection

When the EHO arrives, be prepared to answer questions about your food handling practices and show them your food safety management paperwork. They will tour your kitchen and food storage areas. Be cooperative and professional; they are there to ensure public safety, not to catch you out.

After the inspection, the officer will discuss their findings with you and give you your hygiene rating. You will also receive a written report detailing any improvements you need to make. Your rating will be published online, and you will be given a sticker to display for your guests to see.
